 (吉隆坡17日讯)不满陆路交通新条例“为难”,约30名残障人士今日在旺沙玛朱陆路交通局高举大字报和平请愿,更將残障人士卡(OKU卡)丟进垃圾桶,以示不满。
 根据陆路交通局新条例,残障人士以往是豁免更新驾驶执照费。
 如今却需缴30令吉,或附上医生证明才可申请豁免;后天残障者需重新学驾车和考执照。
质疑残障卡功用
 Pet Positive主席安东尼斯华指出,希望陆路交通局收回成命,豁免残障人士更新驾照时,需付30令吉。
 他说,以往残障人士在更新驾照时,是豁免付费,如今陆路交通局却要求残障人士,在每年更新执照时,须缴交30令吉或附上医生发出残障证明书才可豁免费用,让他们质疑残障卡的功用。
 他今早连同残障人士独立生活及培训中心、马来西亚脊椎骨伤残协会(MASIA)、Insan基金会及盲人协会约30名代表前往位于旺沙玛朱陆路交通局和平请愿,更当眾將残障卡丟弃在垃圾桶里,表达心中不满。
 他们高举大字报,吁请当局以公平对待残障驾驶人士,希望当局了解新措施將让他们的生活更为难。
 出席者包括残障人士独立生活及培训中心主席法兰斯等。
不满要重考驾照
 安东尼斯华说,若欲申请豁免,就须获得普通门诊、专科及復原治疗的医生证明,他质疑从获得残障卡后,就已证明是终身残障人士,为何要在每次更新执照时重复同样程序,这將造成诸多不便。
 他说,当局根本无法了解残障人士在生活上面对的困难,目前为止,还未有陆路交通局的代表前来接洽,对此感到不满。
 “此外,部分残障人士属于后天残障,在发生意外后而残障,在之前若已有驾照的后天残障人士,是不必再考驾照,如今却要求他们重考。”
轿车改装残障车
冀豁免申请
残障人士要求陆路交通局豁免,所有获得由大马社会福利局(JKM)发出的残障卡者,包括执照A、A1及部分失去行走能力,將轿车改装为残障人士车辆。
 同时,希望陆路交通局简化將轿车改装为残障人士车辆的申请手续。
 据悉,目前以其他人名义(非残障人士)所註册的汽车,若要改装为残障人士汽车,需到布城陆路交通局技术部申请。
 他们希望陆路交通局能让他们在任何一州陆路交通局提出相关申请。
 他们也希望陆路交通局能免费提供所有获得由大马社会福利局发出的残障卡拥有者,包括执照A、A1及部分虽失去行走能力,但不需进行改装残障车辆的驾驶人士,一张残障人士贴纸。
刘锦娇盼调高津贴
残障人士刘锦娇说,目前福利局提供每月薪水1200令吉以下的残障人士,300令吉生活津贴。
 她指出,如今通货膨胀,希望该部能调高生活津贴。

KUALA LUMPUR, Jun 18: Beberapa  pertubuhan bukan kerajaan (NGO) menggesa K. Bathmavathi yang merupakan Senator mewakili orang kurang upaya (OKU) meletak jawatan kerana gagal menjadi pemimpin golongan tersebut di negara ini.
Menurut Presiden Badan Latihan & Hidup Berdikari (ILTC),  Francis Siva, Bathmavathi tidak pernah perjuangkan hak OKU sejak beliau mendapat jawatan tersebut.
“Beliau tidak pernah sertai mana-mana bantahan yang kami adakan malah segala urusan kebajikan kami semakin hari semakin terabai,” katanya kepada pemberita semasa protes di hadapan Jabatan Pengangkutan Jalan (JPJ), semalam.
Jelasnya, ILTC dan beberapa NGO lain yang mewakili OKU sudah menjelaskan keapada  Bathmavathi tentang semua perkara yang mereka tidak puas hati dan usaha mereka dilihat sebagai sia-sia kerana sehingga sekarang keadaan masih lagi sama.
“Khamis lepas, kami pergi ke pajabatnya kerana ada sesi berdialog mengenai bajet 2015 dan kami dapati banyak peruntukan diberi kepada golongan OKU tetapi ada di antara kami yang memberitahu elaun mereka dipotong,” katanya.
Siva turut menegaskan elaun yang mereka terima setiap bulan iaitu sebanyak RM300 tidak mencukupi kerana kos perubatan yang makin meningkat dan beliau yang lumpuh satu badan tidak mampu bekerja maka tiada pendapatan tambahan selain menerima ehsan ahli keluarga dan saudara mara terdekat.
Turut bersetuju dengan Siva adalah Presiden Persatuan Terapi Bantuan Haiwan Untuk Warga Kurang Upaya dan Warga Emas Malaysia (PETPOSITIVE), Anthony Siva Balan Thanasayan dimana beliau bersetuju Bathmavathi gagal menjalankan tugas sebagai Senator.
“Bila saya buat aduan baru Datuk Rohani Abdul Karim (Menteri Pembangunan Wanita, Keluarga dan Masyarakat Malaysia) turun padang dan datang jumpa saya beri bantuan dan mengapa bukan Bathmavathi?” soal Anthony.
Katanya, tujuan beliau membuat aduan adalah untuk memberitahu masalah yang golongan OKU hadapi dan bantuan yang diberi pula adalah kepada yang membuat aduan bukannya kepada golongan OKU yang betul-betul memerlukan.
“Mereka tidak faham masalah yang saya cuba ketengahkan dan mereka juga pernah memanggil kami golongan OKU yang mengada(pampered),” tegas beliau.
Menurutnya, golongan OKU dipersalahkan atas semua masalah yang Bathmavathi gagal selesaikan.
Setiausaha ILTC, Gurdip Kaur turut bersetuju dengan pandangan Anthony dimana Bathmavathi hanya menabur janji palsu kepada mereka untuk mendapatkan jawatan.
“Ini adalah satu penghinaan bagi kami yang duduk di atas kerusi roda kerana bagaimana hendak berbincang di atas sedangkan mereka tidak sediakan lif ataupun laluan untuk golongan OKU naik ke atas?,” kata Anthony.- TMT

KUALA LUMPUR: A group of disabled people from five non-governmental organisations today held a protest against the Road Transport Department's (RTD) new policy requiring them to get a letter from a doctor each time they want to renew their driving licence.
The protest in front of the RTD office in Wangsa Maju at about 11am involved representatives from Petpositive, Malaysian Spinal Cord Injury Association (Masia), Yayasan Ehsan, Adult Blind Association of Selangor (Abas) and Independent Living and Training Centre.
In April, the Transport Ministry implemented waived the driving licence fee for disabled people but RTD came out a policy that requires these drivers to get a doctor's letter when applying for exemption of the fee on renewing their driving licence.
"We have to see a specialist each time we want to renew our driving licence, which is a hassle for us. I do not see the purpose of having the disabled's identity card for anymore," said Petpositive president Siva Balan Thanasayan, before he and the other protesters threw their disabled's identity cards into the dustbin in a symbolic move.
The group said the disabled should be required to produce a doctor's certification only for renewing their licence for the first time.
Efforts to reach the RTD director-general for comments were unsuccessful.

About 20 of them gathered in front of the department’s office in Wangsa Maju yesterday demanding that the regulations for licence renewal and vehicle modification that took effect on April 28 be withdrawn.
A spokesman from the group, Anthony Siva Balan Thanasayan, said they were now required to undergo a medical check every year when renewing their licences.
They also had to submit a medical report to the RTD when they acquire a new modified vehicle. 
“We don’t see the need for RTD to insist on a medical report when we want to get new modified vehicles and renew or driving licences,” he said.
“We are agreeable if RTD wants us to provide a medical report the first time we obtain a driver’s or rider’s licence but to do it every year is not fair.”
Thanasayan, who is also the president of Malaysian Animal-Assisted Therapy for the Disabled and Elderly Association, said the department should already have their medical records in its computer system.
Paralympian Law King Kiew said several of the disabled, who held disabled status cards, had possessed driving or riding licences for years.
“The new requirement is just repetitive and tiring,” said Law, who took part in the Sydney Paralympics in 2000. 
The group, who held placards, protested for almost an hour but no representatives from RTD showed up to speak to them.
Attempts to contact RTD for comments were not successful.
