எவ்வித கலந்தாலோசிப்பும் இன்றி மாதாந்திர உதவித் தொகை வழங்கும் செயல்முறையை மாற்றியிருப்பது நியாயமற்ற ஒன்றாகும் இவ்வாறு தங்களின் மனக்குமுறைலை தற்போது வெளிப்படுத்தி இருக்கின்றனர் மலேசிய மாற்றுத்திறனாளி சங்கத்தினர் மகளிர் குடும்பம் மற்றும் சமூக மேம்பாட்டு அமைச்சின் கீழ் செயல்படும் சமூக நலத்துறையான ஜே.கே.எம். தங்களுக்கு வழங்கும் 450 ரிங்கிட் உதவித் தொகையில் 50 விழுக்காட்டை ரொக்கமாகவும் எஞ்சிய 50 விழுக்காட்டை கே.கே.எம்- கேஷ்லஸ் கார்ட் எனப்படும் ரொக்கமற்ற அட்டையின் மூலமாகவும் வழங்க கடந்தாண்டு ஏப்ரலில் எடுக்கப்பட்ட முடிவானது தங்களுக்கு அதிருப்தியை ஏற்படுத்தி உள்ளதாக மாற்றுத்திறனாளி சங்கத்தினர் கூறுகின்றனர்.

இந்தப் புதிய செயல்முறை வழங்கப்படும் உதவித் தொகையைக் குறுகிய வரம்புடன் பயன்படுத்தும் சூழலுக்குத் தங்களைத் தள்ளி இருப்பதாக மலேசிய மாற்றுத்திறனாளிகளின் தன்னிலை பயிற்சி மையத் தலைவர் பிரான்சிஸ் சிவா குறைப்பட்டுக் கொண்டார்.

அதேவேளையில் பேன்க் இஸ்லாம் வங்கியுடன் பதிந்து கொண்ட மற்றும் ஜே.கே.எம்-மின் கீழ் செயல்படும் கடைகளில் மட்டுமே இந்த ரொக்கமற்ற அட்டையைப் பயன்படுத்தி அத்தியாவசியப் பொருட்களையும் மருந்துகளையும் வாங்குவது அதிக சிக்கலை ஏற்படுத்துவதாக அவர் கூறினார்.

இதனால் அப்பணத்தைக் கொண்டு எந்தக் கடையில் என்ன பொருள் வாங்க வேண்டும் என்பதை ஜே.கே.எம் மறைமுகமாக நிர்ணயித்துள்ளது வருத்தம் அளிப்பதாக பிரான்சிஸ் சிவா தெரிவித்தார்.

இப்பொழுது அரசாங்கம் எங்களுக்குத் தெரியாமல் கடந்த வருடம் நான்காம் மாதம் புதிதாக சட்ட திட்டத்தினை பிரதமர் அமல்படுத்தியிருக்கின்றார்.

திரங்கானு, கிளாந்தானுக்குப் பிறகு இப்பொழுது சிலாங்கூரில் இத்திட்டத்தினை மேற்கொண்டிருக்கின்றனர். இத்திட்டம் மாற்று திறனாளிகளுக்கு பெரிய அளவில் கஷ்டத்தினைக் கொண்டு வரபோகின்றது என்று பிரான்சிஸ் சிவா தெரிவித்தார்.

இதன் தொடர்பில் இரண்டு தினங்களுக்கு முன்னர் மாற்றுத்திறனாளிகளைப் பிரதிநிதிக்கும் சில அரசு சார்பற்ற அமைப்புகளோடு 70 பேர் கொண்ட குழுவுடன் புத்ராஜெயாவில் உள்ள மகளிர் குடும்பம் மற்றும் சமூக மேம்பாட்டு அமைச்சின் கட்டிட வளாகத்தில், தாங்கள் மறியலில் ஈடுபட்டதாக அவர் தெரிவித்தார்.

எனினும் அமைச்சர் டத்தோஶ்ரீ ரீனா ஹருனுடன் தாங்கள் மேற்கொள்ள முயற்சித்த பேச்சுவார்த்தை தோல்வியிலேயே முடிந்ததாகவும் பிரான்சிஸ் சிவா குறிப்பிட்டார்.

இதனிடையே புதிதாக மாற்றம் கண்டிருக்கும் இந்தச் செயல்முறை குறித்து சில மாற்றுத்திறனாளிகள் ஆட்சேபம் தெரிவித்தனர்.

எனக்கும் பல நோய்கள் இருக்கின்றன. நான் தினசரி சுங்கை பூலோ மருத்துவமனைக்குச் சென்று வரும் நிலையில் இருக்கிறேன்.

தினமும் எனக்கு போக்குவரத்திற்கு மட்டும் 40 ரிங்கிட் தேவைப்படுகிறது. ஏனெனில் நான் கிராப்' சேவையைப் பயன்படுத்துகிறேன். மாதத்திற்கு இருமுறையாவது மருத்துவமனையில் அனுமதிக்கப்படுகிறேன்.

ஜே.கே.எம் வழங்கும் இந்த ரொக்க உதவிநிதி குறைக்கப்படும் பட்சத்தில் நான் வீட்டிலேயே இறந்துகிடக்க வேண்டியதுதான். ஏனெனில் நான் மருத்துவமனைக்குச் செல்ல முடியாமல் போகிறது. பாரங்களைப் பூர்த்திச் செய்ய ஒவ்வொரு ஆண்டும் ஜே.கே.எம்-க்கு சென்று திரும்பிக் கொண்டுதான் இருக்கிறேன்.

தற்போது இப்படி ஒரு செய்தி. அமைச்சர்களைச் சந்திக்கவும் செல்கிறேன். எத்தனையோ முறை புத்ராஜெயா சென்றுவிட்டேன். ஒரு அமைச்சரைக்கூட சந்திக்க முடியவில்லை சம்சிர் அப்துல் லத்திப் கூறினார்.

எனவே மாற்றுதிறனாளிகளின் உணர்வுகளுக்கு மதிப்பளித்து தங்களின் கோரிக்கைக்கு அரசாங்கம் அடுத்த இரண்டு வாரங்களுக்குள் சிறந்த தீர்வை காண எண்டும் என்றும் அவர்கள் கேட்டுக் கொண்டனர்

PUTRAJAYA: Pelaksanaan Projek Rintis Pembayaran Bantuan Bulanan Jabatan Kebajikan Masyarakat (JKM) Secara Tanpa Tunai (Cashless) atau JKMPay adalah program rintis dan tidak membabitkan semua penerima bantuan JKM.

Timbalan Menteri Pembangunan Wanita, Keluarga dan Masyarakat, Datuk Siti Zailah Mohd Yusoff, berkata program itu bersifat pilihan dan diadakan secara rintis selama enam bulan bermula Februari tahun lalu.

Katanya, terdapat kekeliruan dalam kalangan penerima bantuan JKM mengatakan, program JKMPay itu membabitkan semua penerima termasuk golongan orang kurang upaya (OKU).

"Pelaksanaan program ini bukanlah secara paksaan, namun kita adakan temuduga terlebih dahulu. Dakwaan mengatakan ia membabitkan semua penerima OKU adalah salah faham dan ia hanya membabitkan penerima baharu sahaja," katanya kepada media selepas menerima memorandum bantahan JKMPay daripada Gabungan Persatuan OKU di perkarangan lobi Kementerian Pembangunan Wanita dan Keluarga (KPWK) di sini, hari ini.

Sebelum itu, kira-kira 50 ahli mewakili Gabungan Persatuan OKU dari seluruh negara berkumpul di lobi KPWK untuk menyerahkan memorandum kepada Menteri Pembangunan Wanita, Keluarga dan Masyarakat, Datuk Seri Rina Harun.

Program JKMPay yang bermula Februari tahun lalu secara rintis membabitkan 2,000 penerima daripada 550,000 penerima bantuan JKM.

Program yang berlangsung selama enam bulan itu membabitkan beberapa negeri iaitu Perlis, Kedah, Melaka, Selangor, Kelantan dan Terengganu.

Melalui JKMPay, penerima bantuan akan menerima 50 peratus daripada jumlah kadar bantuan yang diluluskan dan dikreditkan ke dalam akaun Bank Islam penerima bantuan berkenaan dan ia boleh dikeluarkan dengan kad juruwang automatik (ATM)/Debit Bank Islam.

Siti Zailah berkata, KPWK akan melihat isu berbangkit melalui memorandum yang diserahkan untuk dibincang dan diteliti di peringkat kementerian.

Katanya, kementerian akan memberi perhatian sebaik mungkin mengenai isu berbangkit berkenaan.

Sementara itu, jurucakap persatuan OKU, Francis Siva, berkata pihaknya mahu program JKMPay itu dimansuhkan kerana membabitkan pemotongan 50 peratus bantuan sehingga membebankan OKU.

Katanya, pelaksanaan JKMPay itu menindas golongan OKU kerana menyekat kebebasan mereka untuk berbelanja melalui wang bantuan yang diterima.

PUTRAJAYA - Pelaksanaan sistem bantuan tanpa tunai bagi pemberian elaun orang kurang upaya (OKU), JKMpay, merupakan projek rintis yang hanya melibatkan penerima baharu.

Timbalan Menteri Pembangunan Wanita Keluarga dan Masyarakat (KPWKM), Datuk Siti Zailah Mohd Yusoff berkata, pelaksanaan JKMpay tidak melibatkan penerima bantuan sedia ada.

"Ini salah faham. Projek rintis JKMPay ini tiada paksaan," katanya ketika ditemui pemberita selepas mewakili menterinya, Datuk Seri Rina Harun menerima memorandum bantahan daripada 13 persatuan OKU di pekarangan kementerian, di sini pada Selasa.

Menurutnya, kementerian telah membuat kajian sebelum pelaksanaan projek tersebut.

"Kita akan lihat memorandum dan akan mencari jalan penyelesaian kepada isu yang berbangkit," katanya.

Sebelum itu, 50 individu OKU dari 13 persatuan berhimpun di pekarangan kementerian untuk menyerahkan memorandum bantahan kepada Rina.

Kumpulan OKU meluahkan perasaan kecewa apabila hasrat untuk bertemu Rina gagal.

PUTRAJAYA - [DIKEMAS KINI] Perhimpunan melibatkan beberapa kumpulan badan bukan kerajaan (NGO) orang kurang upaya (OKU) di pekarangan Kementerian Pembangunan Wanita Keluarga dan Masyarakat KPWKM) bagi membantah sistem pembayaran elaun bertukar menjadi kecoh.

Ia selepas Menterinya, Datuk Seri Rina Harun tidak muncul menemui golongan itu pada Selasa.

Salah seorang wakil OKU, Francis Siva berkata, pihaknya kecewa Rina tidak hadir pada pertemuan itu.

"Kami telah memaklumkan kepada pejabat Menteri melalui e-mail pada Jumaat lepas tetapi beliau tidak ada," katanya.

Wakil kementerian, Ketua Unit Komunikasi Korporat, Eikmar Rizal Mohd Ripin memaklumkan, bahawa Rina tiada di pejabatnya kerana menjalankan tugasan rasmi di luar.

Bagaimanapun, kekecewaan 13 NGO OKU itu berakhir selepas Timbalan Menteri KPWKM, Siti Zailah Mohd Yusoff turun menemui kumpulan tersebut jam 12.05 tengah hari sebelum diserahkan memorandum bantahan projek rintis bayaran bantuan tanpa tunai Jabatan Kebajikan Masyarakat (JKM).

Dalam memorandum tersebut, NGO terbabit mendakwa dasar baharu JKM menyukarkan pihaknya dan dibuat tanpa libat urus persatuan.

Melalui kaedah ini, penerima bantuan akan menerima 50 peratus daripada jumlah kadar bantuan yang dikreditkan ke dalam akaun OKU manakala selebihnya, dimasukkan ke dalam kad cashless JKMpay.

"Kami difahamkan bantuan hanya boleh berbelanja dalam bentuk barangan keperluan asas dan ubat-ubatan di kedai berdaftar dengan Bank Islam dan panel JKM sahaja," katanya.

Menurutnya, pembelian yang tidak disenarai dalam barangan keperluan tidak dibenarkan menggunakan kad JKMpay.

"Amat tidak adil dengan sistem ini, hak membeli barangan mengikut keperluan kami dirampas seolah-olah JKM menjadi penentu barangan apa yang boleh dibeli. Ianya tidak rasional sungguh," katanya.

Dakwanya, sistem tersebut hanya menguntungkan kedai panel JKM di mana bantuan kewangan daripada kerajaan Persekutuan disalurkan kepada kedai panel JKM.

"OKU di Malaysia terus terpinggir dan tindakan sedemikian telah mencabuli serta bertentangan dengan Konvensyen Hak Orang Kurang Upaya (CRPD)," katanya.

SHAH ALAM - The Department of Social Welfare's (JKM) Cashless Assistance Payment project dubbed the JKM Pay, has been met with outrage from the disabled communities for allegedly impeding their ability to utilise welfare aid based on their needs.

In a protest held by 13 People With Disabilities (PWD) associations in front of the Women, Family and Community Development (KPWKM) Ministry earlier today, they demanded that the totality of the cash aid to be credited to the welfare recipient's bank account rather than 50 per cent of the amount being credited to the cashless card under JKM Pay.

One of the protest organisers, Independent Living and Training Centre Malaysia (ILTC Malaysia), president G. Francis Siva said the JKM Pay project had been implemented in stages in Perlis and Melaka since last year without any consultation with the PWD community beforehand.

Siva further explains that this is in violation of the principles of the Convention of the Right of Persons with Disability (CRPD), Article 3 (a) in particular, which states that there must be “respect for inherent dignity, individual autonomy including the freedom to make one’s own choices and independence of persons”.

Francis said prior to the implementation of the policy, those benefiting from the welfare aid were able to purchase goods without having to head to designated shops and 100 per cent of the allowance would be credited to their bank accounts.

Currently, the implementation of the JKM Pay cashless card will allow welfare recipients to buy only basic necessities and medicine from JKM panel shops, taking away the ability to spend half of the allowance according to their needs.

All associations involved in the protest today are calling for immediate cancellation of JKM Pay in addition to a cash aid of RM50 for all disabled Malaysians without prejudice.

Should the above solutions be ignored by the Ministry of Women, Family, and Community Development, Siva said the matter will be taken to Parliament.

“We need to stop treating disabled people as less than human. By dictating what they should and should not spend their money on, you are taking away their rights,” he said.

Present at the protest was also KPWKM deputy minister Siti Zailah Mohd Yusoff who assured attendees that the implementation of JKM Pay does not involve any existing recipients.

PETALING JAYA: The persons with disabilities (PWD) community has reacted with dismay to the Welfare Department’s implementation of its cashless monthly aid payment, JKMPay, to its recipients.

The group said the move was implemented without its input and urged the government to carry out a review of the cashless monthly aid payment.

Independent Living and Training Centre Malaysia president G. Francis Siva said the group was shocked and saddened by the department’s new arbitrary policy, especially during the Covid-19 pandemic.“Through this method, aid recipients will receive 50% of the total assistance in our bank accounts while the other half will be credited to the JKMPay cashless card.

“Initially, 100% of the allowance was credited to our bank accounts and we decided how to use our money.

“But now, aid recipients can only shop for basic necessities, daily essentials and medicines at stores registered with Bank Islam only. Items that are not on the list cannot be purchased via the JKMPay cashless card.

“This is taking away the voice and rights of the community to choose how and where to spend our money,” he said yesterday.

Francis said prior to the implementation of the policy, the PWD community could decide how they wanted to spend their monthly allowance.

“We have our commitments and forcing us to spend our money at designated shops is not right. Moreover, most of us are immobile and we find it difficult to head to the designated shops just to get our supplies.

“We were not consulted in any way before the project was carried out and our voices were not heard at all,” he added.

OKU Sentral president Senator Datuk Ras Adiba Radzi said the Women, Family and Community Development Ministry should have conducted a comprehensive survey on JKMPay among the PWD community before the pilot project was expanded.

“The ministry should have also carried out an awareness programme on the use of the ewallet or epay for the PWD community, including highlighting the advantages of using the Touch ‘n Go e-Wallet, Grab Pay, Boost and Fave.

“The ministry needs to work with associations and NGOs related to the PWD community to disseminate information about JKMPay,” she said in a statement on Monday.

She added that the government had to consider the challenges faced by different PWD categories such as “Physical PWD” if JKMPay was only implemented in a few premises.

“I have received several complaints from the PWD community regarding the payment of welfare assistance through JKMPay,” she said.

However, she supported the government’s action, which aims to drive the transformation of public sector digital services towards creating a digital society.

A disability rights group has labelled Women, Family, and Community Development Minister Rina Harun "heartless" following the rollout of the Social Welfare Department (JKM)'s cashless assistance programme.

Criticisms of programme included limiting the stores users could shop at which was said would burden people with disabilities as well as for not engaging the community before it was implemented.

“JKM Cashless is a nuisance, the minister has no heart for us.

“At least have some courtesy to ask us what our needs are. They are treating us like animals,” said Independent Living and Training Centre (ILTC) president Francis Siva.

He was at a protest with several other organisations to submit a memorandum to Rina outside the ministry's building in Putrajaya today.

The organisations present included the Malaysia Spinal Injury Association (Masia), Malaysian Independent Living Association (Milad), Society of Chinese Disabled Persons Malaysia, and the Malaysian Visually Impaired Association.

JKM’s cashless assistance programme was launched in April last year in cooperation with Bank Islam.

It divides cash aid for the disabled community into two types of payments: half into a Bank Islam ATM card and the other in a card called JKMPay.

The amount in JKMPay can only be used in selected stores registered with Bank Islam.

In the memorandum sighted by Malaysiakini, the group claimed JKMPay burdened people with disabilities as it meant they could only shop at selected stores.

Milad member Sia Siew Chin said cash assistance is used to pay for medication, water and electricity bills, transportation, and even wheelchair parts.

She claimed that on top of the assistance being extremely difficult for the disabled community to use, no prior engagement was done by the ministry to understand how it could benefit them.

“If the minister really cared for us, she would have some discussion on how to benefit in the long run because this (the assistance) does not benefit the system.

“They (the ministry) should have consulted disability groups before they made any decision,” she said.

‘We want Rina’

At the protest today, the group refused to hand the memorandum to the ministry's Corporate Communications head Eikmar Rizal Mohd Ripin, despite promises that he would hand the memorandum to Rina.

They demanded Rina to personally accept the memorandum and would not settle for a representative.

A consensus was later reached, with the memorandum eventually being handed to Women, Family, and Community Development Deputy Minister Siti Zailah Mohd Yusoff.

When Milad vice president Muha Aziz asked Zailah about when the groups would receive a response from the ministry, she responded with “Insyaallah” (God willing).

This sparked an uproar as the group refused to accept the answer. They claimed it was a standard response from the ministry.

“We don't want to accept ‘Insyaallah’, give us a time frame,” demanded Muha.

After further pressing by the group, the deputy minister promised to get back to the group within two weeks, adding that the matter will be brought to Rina.

“Insyaallah, we will discuss the issue among the top leadership, including the minister, to see how it can be resolved to provide the best care for persons with disabilities,” she later told the press.

Muha said if an answer was not given within two weeks, they would return to the ministry's building with a bigger group.
